BISHOP NORTON & ATTERBY PARISH COUNCIL
Record of the Parish Council meeting held in the village hall on Monday 13th July 2024 at 7.30pm.
PRESENT: Councillors: Cllr Suggit (Chairman,) Cllr Thody, Cllr Freeman, Cllr Dean, Cllr Townsend, Cllr Widdop, Cllr Guy and Mrs J Moore, Clerk.
Public Question Time: No members of the public were in attendance.
1. Apologies for absence: Cllr S Freeman
2. Minutes if the last meeting: All accepted and duly signed.
3. Matters arising: None that aren’t covered in the agenda.
4. County & District Councillor Reports:
County & District: Cllr Bunney was in attendance.
County –
The recent changes to do with County Council matters – Scampton, road surfaces are all under current government and could change. Footpath budgets etc will remain.
In terms of public health, has been an outbreak of Measles in South of the county. Isolated case. Immunisation is available.
District –
Waste collection – coming in next year will be food waste collection. Current proposal that everybody will be allocated 2 bins – 1 smaller caddy and 1 outdoor bin. Possibility that green and food waste may be combined, collected every week. It will be consulted on. They may remove the green charge – may go to the biodigesters.
Planning permission has gone through for the biodigester to double in size.
JS – A15 closed again last week between Caenby Corner/ Welton – vehicle accident. If the mayoral authority cones on the A15 will be transferred to that authority and given money which could be a funding source.
If Scampton holdings does the refurbishment along with the McDonalds, then the traffic flow may demand the road to be changed to be more suitable.
Footpath 79 – Still going ahead at present, money is allocated for that.
Submit a works services by a volunteer hand. A submission made by Cllr Suggit for the flooding works. It is in the schedule to be reviewed. Costs of materials would not be covered, only covering the labour. Highways may need to be involved to aid with a design.
Cllr Duguid has not been seen at our meetings. It was aired that it would be good for him to attend.
At Caenby Corner opposite the roundabout, there is a poster that talks about a large development in a field on the North East side. The land is owned by a Council, it is up for industrial development. If it was to have trade on there and if what major transport it may require the A15 to be upgraded a part of which may possibly be a prerequisite.
The other link that does exist in strategic planning, but a future project.
Potential for a bio-gas station to fill lorries up if that is the way technology goes.
Nuclear fusion plant at West Burton is going ahead and if that takes off it will bring trade here, not created for major production. Will give more trade to Gainsborough and Retford area.
Councillor initiative fund is available, we should talk to Clare Morris who will aid the project

Cllr Bunney was thanked for his attendance and left the meeting at 19:50.
5. Declarations of interest; to receive any declarations of interest in accordance with the requirements of the Localism Act 2011: None received.
6. Planning Applications: None received.
7. Community Resilience and Flooding: Covered earlier, steps on both side could get in and out to clean the drains. Submission has gone in but we would have to pay for the materials. If a design is needed this can be sought.
Cllr Suggit has been looking round for some boxes to put the flooding signs in.
8. Playing Field improvements including acknowledgement of WLDC from the status of grant application:
The application is still with the WLDC and we are awaiting Clare Morris to contact us back whether we are higher on the priorities.
9. Finance update: (See RFO finance report): No comments made.
10. Audit:
[a] Internal – An internal auditor, Vikki Henson from Figured it Out has completed an internal audit. She has completed her audit and signed the external audit exemption paperwork.
[b] External – Exemption paperwork completed and will be sent to PFK LittleJohn.
11. Grass strip in front of playing field: Clerk has been in contact with Highways – awaiting them to come out and review the application according to their priorities.
12. Village flower boxes – Highway contact: Clerk has been in contact with Highways – awaiting them to come out and review the application according to their priorities.
13. Defibrillator at Atterby: Prices of defibrillator has gone up from £400.00 to £600.00.
14. Correspondence: There are lots of good community events going on and including the scarecrow event, the village hall committee was thanked.
15. Items for next meeting: Grass strip in front of the playing field, Village flower boxes, Claire Morris update, defibrillator at Atterby.
