BISHOP NORTON & ATTERBY PARISH COUNCIL
Minutes of the Annual Parish Meeting held on Monday 11th May 2026 at 7.00pm in the Village Hall.
In attendance were Councillors: Cllr Thody(Acting Chair), Cllr J Suggit, Cllr S Freeman, Cllr T Guy, Cllr A Panton and the Clerk, Ros Townsend
There were 3 members of public in attendance.
Meeting commenced at 7.10pm.

2. Minutes of Annual Parish Meeting 2025: the minutes were approved as true record and duly signed by the Acting Chair.
3. Chairman’s report for 2025/26–
CHAIRMAN’S REPORT 11th MAY 26
The council met regularly as planned with the co-option of a new councillor during the year.
Following the resignation of the Clerk, the elected Chair stepped down to concentrate on covering the Clerk’s role (while remaining as a councillor) until the Clerk’s position could be filled. Although the position was well advertised in The Triangle Lincs, on Facebook and on the Parish Council notice board, there were only three applicants and following thorough interviews the position was filled by a member of the Parish Council. Due to Local Government rules, councillors cannot take on the position of paid clerk for 12 months, therefore the position will be unpaid until 1st April 2027. I would like to thank our previous clerk – Jayne Moore- for her hard work and wish her and her family well.
There has been four planning applications this past year, with the PC objecting to two: the proposed development on Main Street and the AD proposal at Glentham.
West Lindsey planning office requested a revision of plans for Main St by 30th April but to date nothing has appeared on the planning portal.
With reference to the AD plant at Glentham and in response to local residents, our PC paid for the flyers that were distributed to several local villages and organised a Public Meeting attended by representatives from Vida, Cllr Bunney and 124 members of the public, who were understandably concerned about the plans, especially in regard to the increased traffic that would come via the A15. We await the outcome of the planning application.
Regarding the A15, road safety remains an ongoing issue. On Christmas Eve, there was a double fatality involving lorries, several accidents since then and only last week another collision involving a lorry – all closing the A15, causing traffic to be rerouted via Sat navs through our villages.
Within our village there has been some pothole repairs in Well Street leading into Stone Pit Lane, where the allotments are situated- all of which are in use with a waiting list of three Bishop Norton residents and one from Waddingham. There has been concerns about parking at junctions in Eastfields, that the PC has investigated – although there are no hard rules regarding parking except that cars should be parked 10m away from junctions and at night should not be parked in the opposite direction to traffic flow.
In May, the PC purchased another defibrillator for Atterby; they also applied to Cllr Duguid for £250 from the Councillors Initiative Fund to hold a defibrillator training session run by LIVES- 14 residents attended the training. In October the PC supported the ‘Meet and Greet’ evening held in conjunction with the Village Hall Committee, which was well supported by long term village residents but unfortunately not so much by the newcomers at whom it was aimed. The PC also supported the annual Litter Pick refreshments as well as the Parochial Church Council for church clock maintenance and increased outside lighting during the winter months. By far our greatest achievement this year was finally spending the grant money from WLDC on new play equipment for the children of the parish; this has already seen much action. The goal posts on the field have also been repainted by a member of the Community Volunteer Scheme.
Currently, the PC are responding to residents requests by looking into the possibility of having a new bus shelter installed for those who frequent the local bus service.
I would like to thank the clerk, councillors and Cllr Stephen Bunney for their efforts on behalf of the parish.
Councillor Freeman requested that we send for a Freedom of Information detail about the number of accidents on our stretch of the A15 for past 5 years.
The observation was made by councillors that our local West Lindsey Councillor (A. Duguid) has never attended any of our meetings, whereas the County Councillor (S Bunney) does.
Clerk to apply for Freedom of Information request.
4. Financial report 2025/26
The completed financial record with dated bank statement was presented to the council.
The Internal Audit has been completed and signed without issues.
All accepted the RFO report and signed by the Chair.
Cllr Suggit suggested that we determine how much has to be kept aside for elections – Clerk will investigate.
5. Public Question Time: None.
The Chairman thanked everyone for attending and declared the Annual Parish Meeting closed and duly resigned the position of Chairman. The meeting closed at 7.20pm
